This doesn't completely answer OP's question but there is way to download a stream from beginning to a specific duration without having to download the complete stream. Since YouTube provides resume support, we could request for partial content using the Range header.
Downloading any middle portion from the video should also be possible in this way but is going probably way much trickier because YouTube places the metadata at the beginning of the stream (in the first few bytes) and without it being present in the downloaded media, the stream won't play at all.
Further question: if you do want the separate video and audio formats, could you download part of each separately (using ^c as here), and then merge them manually? I don't think it willl work for some formats.
YouTube is ridiculously restrictive with their videos, they split the audio and video streams into different files, and they track you/sell your data; therefore, one could have difficulties with the method of downloading it partly then hitting Ctrl+C.
Hello. I have a downloader that downloads videos off the web-sites. However, sometimes it gets stuck on the last second and file stays in "examplefile.mp4.part", Is there a way to fix it so I can play it at least to the point where it stopped downloading? I use VLC player. It does not offer to repair the file. Thank you.

I'm not sure about that, incomplete downloads can be the result of internet connections intermittently dropping. Even Internet Download Manager spits incomplete if interrupted (and if X website disallows resume). OP has not yet ruled in nor ruled out internet connections intermittently dropping.
Thank you everyone. I tried removing part in the past. It does not work. The vlc player is getting in the loop of playing and gets stuck there and becomes unresponsive. So I have to close it through a task manager. VLC doesn't even attempt to fix it when played.
In this thread, a VLC developer says that VLC cannot play partially downloaded mp4 files because the info is stored at the end of the file. But recently when I tested the same, adding a mp4 task in Chrome and passing the partial .crdownload to VLC, it worked. VLC played the mp4 without a glitch. I didn't let the download finish and stopped the player in the middle to save bandwidth, but I believe it would have played the entire media while Chrome was still downloading it. I was also able to seek through the video, which some unfinished video formats won't allow. What to make of this? I'm doing a media streamer as a pet project and really wanna know if I can initiate the download and pass the media to vlc via command line after certain amount of bytes are downloaded.
MP4 files can have the metadata chunk at the beginning or at the end. It is usually at the end for freshly encoded files because the encoder might not know what values to write until it's done encoding the whole video (especially the parts needed for seeking).
